KUALA LUMPUR: Heads must roll in the FA of Malaysia (FAM) after FIFA revealed its full findings on the alleged falsifying of documents for seven heritage players' registration.

That was the view of well-known sports critic Datuk Pekan Ramli after Malaysian football plunged into another embarrassing scandal following FIFA's release of the "Notification of the Grounds of the Decision" on Monday.

This came after FAM was fined 350,000 Swiss francs (RM1.9 million) on Sept 26 by FIFA's Disciplinary Committee over the issue. The players β€” Facundo Garces, Imanol Machuca, Hector Hevel, Gabriel Palmero, Rodrigo Holgado, Joao Figueiredo and Jon Irazabal β€” were each suspended for 12 months and fined 2,000 Swiss francs.

Pekan said everyone involved in the fiasco must resign to cleanse FAM's image and allow for a fresh start.

"It doesn't matter β€” any individual or group of people involved in this embarrassing fiasco need to resign. There's no need for the public or anyone to demand their resignation. These people need to have a sense of responsibility and shame," said Pekan.

"As leaders, they must be accountable for their failures. If this incident had happened in Japan or South Korea, they would have even committed suicide, but we don't need to go to that extreme β€” just resign.

"I feel it's crucial for FAM to start with a clean slate to recover from this embarrassing setback. New leadership is essential to restore confidence in the national body among stakeholders."

FIFA said its investigation found that the birthplaces of the players' grandparents had been altered on the documents submitted to the governing body, changing them from Spain, Argentina, Brazil and the Netherlands to Malaysia. It ruled that the documents were forged and used to bypass eligibility rules.

Pekan said FAM should not make a frivolous appeal that would only prolong the controversy and bring further shame to the country.

"FAM shouldn't waste time. What are they going to appeal? Are they looking for a reduction of the punishment or to overturn FIFA's decision? We have to accept that FIFA made its decision based on a thorough investigation.

"If FAM has solid evidence to dispute FIFA, they can try. But if the evidence is weak, they should not waste time and money on this appeal.

"FAM has to accept that they made a mistake and got caught by FIFA. They need to move on from this fiasco."

KUALA LUMPUR: FIFA's "full decision" against the FA of Malaysia (FAM) and seven heritage players has revealed how forged documents were used to secure their national eligibility β€” and why the national association's defence failed to convince world football's governing body.

The 19-page ruling, issued by FIFA's disciplinary committee on Monday, found that birth certificates submitted by FAM to prove the players' Malaysian lineage had been doctored to change the birthplaces of their grandparents from Argentina, Spain, Brazil and the Netherlands to locations in Malaysia.

The committee said it was "comfortably satisfied" that the documents were falsified and that both FAM and the players benefited from them in a way that directly affected eligibility and the integrity of competition.

The case began when FAM submitted a series of eligibility enquiries to FIFA between March and June, each accompanied by grandparents' birth certificates purporting to show Malaysian ancestry.

FIFA's initial replies stated that the players "appeared to be eligible" based on the material provided, and all seven were later called up to the national side. They featured in the Asian Cup qualifier against Vietnam on June 10, which Malaysia won 4-0, with Rodrigo Holgado and Joao Figueiredo among the scorers.

On June 11, FIFA received a formal complaint questioning the authenticity of the documents and how quickly the players had been approved for national duty. That prompted an investigation by the FIFA disciplinary committee secretariat.

Investigators obtained the original birth records from authorities in Spain, Argentina, Brazil and the Netherlands. The originals showed that the grandparents were born abroad, not in Penang, Johor, Melaka or Sarawak as the submitted certificates claimed.

On that basis, FIFA concluded that the certificates had been intentionally altered to manufacture Malaysian ancestry and that their use amounted to forgery under Article 22 of the FIFA Disciplinary Code.

FAM and the seven players β€” Facundo Garces, Imanol Machuca, Hector Hevel, Gabriel Palmero, Rodrigo Holgado, Joao Figueiredo and Jon Irazabal β€” said they had acted in good faith.

They argued that the National Registration Department (NRD) had verified the lineage and approved naturalisation, that they had relied on NRD checks, and that any irregularity was an administrative mistake when an employee uploaded documents from a player agent instead of official NRD copies.

FAM further maintained the matter was a technicality with no sporting advantage because the players were lawful Malaysian citizens who had not represented other countries. The association asked for leniency, citing cooperation and a clean disciplinary record, and pointed to FIFA letters which had said the players "appeared to be eligible."

However, FIFA rejected those arguments and applied strict liability under Article 22 β€” meaning the use of forged documents is punishable regardless of intent β€” and found that FAM had failed to exercise reasonable scrutiny.

FIFA highlighted that the NRD, in a statement included in FAM's own file, admitted it had not received the original handwritten records. The department had instead issued copies based on secondary foreign information β€” a fact that undermined FAM's claim of proper verification.

The committee also noted that its investigators obtained the original records "without hindrance," while FAM did not demonstrate equivalent verification efforts.

FIFA ruled that the forgery was not a mere formality. It stressed that the falsified documents were a decisive factor in establishing eligibility and had direct sporting consequences, pointing to the June match where five of the players started and two scored.

The conduct was described as a "deliberate and successful attempt to circumvent the rules for personal and sporting gain."

FIFA fined FAM 350,000 Swiss francs (RM1.9 million), while each player was fined 2,000 Swiss francs and suspended for 12 months. It said the sanctions were necessary to protect the integrity of the sport and deter similar conduct.

FAM has three days from the date of notification to lodge an appeal with the FIFA Appeal Committee, with a further five days to file the full brief.
